San Leandro Housing Element Implementation Program: 2010 Annual Element Progress Report — Table C pg. 20 Name of Coal/Program Action Objectives/Summary of Actions - I'imeframe in Status of Program Implementation Ending Housing Action 60.01 -A: Continue to contract with ECHO Housing for fair housing assistance and the ACHIEVED and ADVANCE: The City annually contracts with ECHO Housing Discrimination Contract with ECHO investigation of discrimination complaints, and for tenant- landlord counseling and Ongoing to provide fair housing services. Below were the outcomes: • Three cases were pending; • One client dropped his/her complaint: • Nine cases had insufficient evidence; and • Two cases were conciliated by ECHO. Public Education Action 60.06 -A: Fair Work with ECHO Housing to conduct fair housing mining sessions for landlords Ongoing ACHIEVED and ADVANCE: This entails the City's efforts to affirmatively Housing'1'raining and property owners, tenants and homebuyers, realtors, and the public. Support promote fair housing practices. For FY2009 -10, ECHO's fair housing counselors Sessions ECHO's targeted audits to gauge the level of discrimination in the rental housing ;onducted 17 fair housing training sessions: market. • Four sessions for 195 landlords and property managers; • One Fair Housing Seminar for fourteen 14 persons; • Two sessions for 22 tenants or potential homebuyers; and • Ten general presentations for 19R persons. ECHO conducts random and targeted audits to gauge the level of discrimination in the rental housing market. A September 2010 audit measured the level of • discrimination based on nice. ECHO tested o total of 66 rental properties in Alameda and Santa Clam Counties. 15 of which were located in San Leandro (the largest sampling). The audit mooned that 14 of these properties exhibited no differential treatment, and one property had inconclusive results (i.e., testing errors or ambiguous differences in treatment). Overall, San Leandro and Hayward properties showed no fair housing violations compared to other jurisdictions. For 2010, ECHO participated in the annual Rental Housing Owners Association ;RHO) Management Fair Housing Training which provided training and :duration to 11 landlords on fair housing law and equal access in housing. ECHO also participated in a fair housing seminar held for stakeholders. including members of the housing industry and service providers.
