MINUTES Page 4 <br /> City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting — May 2, 2011 <br /> Police Chief Sandra Spagnoli and San Leandro Police Officers Association (SLPOA) <br /> President Mike Sobek accepted the proclamation presented by Mayor Cassidy. <br /> D. Presentation on the San Leandro Energy Efficiency (SLE Program. <br /> Senior Planner Sally Barros gave a PowerPoint presentation, providing information on <br /> the SLE program. Ms. Barros responded to questions from the Council, and urged the <br /> Council to help her spread the word to the community about the program. <br /> E. Presentation on the Global Access Forum. <br /> Business Development Manager Cynthia Battenberg gave a presentation on the Global <br /> Access Forum, to be held on Friday, May 20, 2011, at the Senior Community Center. <br /> The forum will provide local businesses with information on how to succeed in the <br /> global marketplace. City staff has developed an informational flyer, which will be <br /> distributed later this week. The City is partnering with other local and regional agencies <br /> to spread the word about the forum. <br /> Mayor Cassidy commented that he would like to get as many San Leandro businesses <br /> involved as possible. <br /> 3. PUBLIC HEARINGS — CITY COUNCIL <br /> Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br /> Mayor. When you address the City Council, you should fill out a speaker card and submit it <br /> to the City Clerk so the order of speakers may be determined and an official record of names <br /> and addresses obtained. <br /> A. Matter of Proposed Adjustments to City Fees and Service Charges, Taxes, Taxicab <br /> Fares and Filming Permit/Business License Changes for Fiscal Year 2011 -12. <br /> This being the time and place for the Public Hearing on the above matter, City Manager <br /> Hollister provided a brief overview of the matter, and introduced Finance Director <br /> Tracy Vesely. Ms. Vesely summarized the information provided to the Council, <br /> including the draft fee schedule, and called the Council's attention to the memo <br /> addressing follow -up items from the April 15 Finance Committee meeting. She noted <br /> a correction to the staff report and memo, clarifying that the $5 per person entrance fee <br /> is not charged when a group pays the pool buy -out fee. <br /> Budget and Compliance Manager Mary Ann Perini gave a PowerPoint presentation, <br /> providing background on the process for setting and adjusting fees, and the Finance <br /> Committee's review of the proposed adjustments. <br /> Staff responded to questions from the Council. <br /> The Hearing was then opened to the public. <br />
