MINUTES Page 5 <br /> City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting— May 2, 2011 <br /> Paul Goodfader, Castro Valley resident and taxi driver, addressed the City Council, <br /> commenting on the increase in taxi rates. <br /> Rattan Singh, A -1 Yellow Cab Co., addressed the City Council, commenting on the <br /> high cost of auto insurance and fees for taxis, and the large number of taxicabs <br /> operating in San Leandro. <br /> Michael Broad, Law Office of Michael Broad, addressed the City Council, stating <br /> that he represents various cab companies in the East Bay. Mr. Broad commented on the <br /> steep increase in the fingerprinting fee, and applauded the proposed taxi flag drop and <br /> meter rate increases. <br /> Zafar Anjum, San Leandro resident and taxi driver, addressed the City Council, <br /> requesting that the Council consider decreasing the requirement for $1 million general <br /> liability coverage for taxi drivers. <br /> Manjeet Singh, Yellow Cab AAA, addressed the City Council, expressing concern <br /> regarding the increased fees for taxi drivers, including the fingerprinting fee. <br /> Sulaiman Siddiqi, Bay Cab, addressed the City Council, commenting on the <br /> overabundance of taxi operators in San Leandro. <br /> There being no further comments from the public, and without objection, the Public <br /> Hearing was closed. <br /> Councilmember Starosciak stated that she would like the discussion on taxicab fees <br /> and licensing requirements to continue between staff and the business owners. She <br /> stated that she would like to see the Finance Committee examine the benefit units for <br /> large nursing homes, to ensure that the facilities are paying their fair share for services <br /> received. Mr. Hollister noted that the fee was enacted by a vote of the people, and the <br /> Council may want to consider this issue for a future election. Councilmember <br /> Starosciak noted that Library and Recreation facilities have different policies for <br /> meeting room use by homeowner associations and other non - profit groups. <br /> Vice Mayor Reed asked about the possibility of one -time versus annual fingerprinting <br /> of taxi operators. Police Chief Spagnoli stated that submission of fingerprints is the <br /> only way for the City to obtain an annual update of the individual's record. <br /> Councilmember Gregory supported the concept of limiting the number of taxicab <br /> operators in San Leandro through a medallion system. <br /> 1.
