<br /> THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
<br /> SECTION 1. Section 3504 of the
<br /> Government Code is amended to read:
<br /> 3504. The scope of representation shall include all matters
<br /> relating to employment conditions and employer - employee relations,
<br /> including, but not limited to, wages, hours, and other terms and
<br /> conditions of employment, except, however, that the scope of
<br /> representationrshall not indrude "ei'cher. :of "t'he. following : -- y
