- DRAFT - <br /> [N THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2011 - <br /> RESOLUTION OPPOSING LEGISLATION IMPEDING LOCAL GOVERNMENTS OR <br /> EMPLOYEE LABOR ORGANIZATIONS FROM COLLECTIVE BARGAINING FOR <br /> EMPLOYEE BENEFITS OR WORKING CONDITIONS <br /> WHEREAS, the rights of workers to join together and form worker organizations is a <br /> fundamental human right, protected by the Wagner Act of 1935 and the Meyers- Milias -Brown Act <br /> of 196S; and <br /> WHEREAS, uniform and orderly methods of communication between employees and the <br /> public agencies by which they are employed serve to protect the rights of both the employees and <br /> the employers; and <br /> WHEREAS, while it is recognized that public employee pensions are placing a significant <br /> fiscal burden on communities, any changes to those pensions must be negotiated through good <br /> faith collective bargaining between employees and employers; and <br /> WHEREAS, local control of benefits must remain a matter of local determination, and <br /> control of such benefits should not be legislated by the state or federal government. <br /> NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE to <br /> oppose any state or federal legislation which would remove the rights of workers or worker <br /> organizations and employers to bargain collectively for any worker benefits or working conditions. <br /> Introduced by Councilmember and passed and adopted this <br /> XX day of June, 2011 by the following called vote: <br /> Members of the Council: <br /> AYES: <br /> NOES: <br /> ABSENT: <br /> ATTEST: <br /> Marian Handa, City Clerk <br />
