CITY OF SAN LEANDRO <br /> APPROVED AND <br /> STAFF REPORT FORWARDED <br /> TO CITY COUNCIL <br /> DATE: June 6, 2011 <br /> Step en Hollister <br /> TO: City Council City Manager <br /> FROM: Stephen Hollister, City Manager <br /> BY: Jacqui Diaz, Deputy City Manager <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION TO SUPPORT THE PROPOSED JOINING OF SAINT ROSE AND SAN <br /> LEANDRO HOSPITALS AS A DISTRICT HOSPITAL SYSTEM WITHIN ALAMEDA <br /> CO UNTY <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends City Council approval of the resolution in support of the proposal to join Saint <br /> Rose and San Leandro Hospitals as District Hospitals operating under the authority of the Eden <br /> Township Healthcare District. <br /> BACKGROUND <br /> At the May 16, 2011 Council meeting, the Council asked staff to return with a resolution for <br /> Council consideration, which would reflect support for a recent concept proposal to designate <br /> both Saint Rose and San Leandro Hospitals as District Hospitals under the authority of the Eden <br /> Township Healthcare District. This concept would allow for a joint leadership and management <br /> structure of the two hospitals and would maintain San Leandro Hospital as an emergency and <br /> acute care facility. <br /> The Eden Township District encompasses the communities of San Leandro, Hayward, San <br /> Lorenzo, Castro Valley, and the unincorporated areas of Ashland, Cherryland, and Fairview <br /> (341,000 residents). The proposed plan includes creating a new two- hospital system (San <br /> Leandro Hospital and Saint Rose Hospital) that would be governed by the currently elected <br /> District Board. It would entail both hospitals operating independently, under separate licensure, <br /> and would provide acute care and emergency services in both hospitals, and their respective <br /> service areas. <br /> The proposal would consolidate the key management and leadership functions of the hospitals, <br /> which would potentially create operational efficiencies and cost savings. The Eden Township <br /> Hospital District Board would serve as the elected body that would oversee the two district <br /> hospitals. <br />
