Summary of the Vision Statement: <br /> • SRH and SLH become District Hospitals operating under a single governance <br /> structure with shared management. Operating both SRH and SLH as a two hospital <br /> system will achieve cost savings, efficiency of operation and elimination of <br /> duplication of services. <br /> • The financial pro forma indicates that the combined ER visits, patient admissions and <br /> other data of both hospitals, will permit the combined operation to occur without an <br /> operational subsidy. <br /> • District hospital status would financially strengthen both hospitals and favorably <br /> impact the disparity of reimbursement they now receive from state and federal <br /> programs. <br /> • Each hospital would be the ability to participate with other governmental agencies in <br /> intra - governmental transfers to receive matching federal dollars that are currently not <br /> available. <br /> • The ETHD Board will be restored to its fiduciary role of assessing and attending to <br /> the health oare needs of the people living within the District. <br /> 7. Conclusion <br /> The District's plan is clearly the best option of those being discussed concerning the health <br /> care needs of the District and the future of SLH. First, it enhances, rather than erodes, vital <br /> health care services. Second, it can be, accomplished in a way that requires no immediate <br /> financial subsidy. This vision offers the best approach for providing to the citizens of the <br /> District access to the care they need, when they need it. By working together, the ETHD, <br /> SRH, SLH and other health care providers will provide better access, better outcomes, and <br /> better value for those receiving and paying for needed health care services. <br /> 144 <br />
