IS <br /> • 1 111`1 <br /> ■unn <br /> C I T Y 0 F _I2 <br /> HAYWARD <br /> H E A R T O r T H E B A Y <br /> DATE: May 17, 201 1 <br /> TO: Mayor and City Council <br /> FROM: Assistant City Manager <br /> SUI3JECT: Consideration of a Resolution in Support of the Proposal Designating Saint Rose <br /> Hospital and San Leandro Hospital as District Hospitals Operating under the Authority of <br /> the Eden Township Healthcare District <br /> RECOMMENDATION <br /> That Council considers the attached resolution (Attachment 1) in support of the proposal to <br /> designate Saint Rose Hospital and San Leandro Hospital as District Hospitals operating under <br /> the authority of the Eden Township Healthcare District. <br /> BACKGROUND AND DISCUSSION <br /> At the May 3, 2011 meeting, members of Council asked staff to return with a draft resolution for <br /> Council's consideration, which resolution was to reflect support for a recent proposal to designate <br /> both Saint Rose and San Leandro Hospitals as District Hospitals under the authority of the Eden <br /> Township Healthcare District, thereby allowing for a joint leadership and management structure of <br /> the two hospitals and maintaining San Leandro as an emergency and acute care facility. <br /> The Eden Township Healthcare District encompasses the communities of Hayward, San <br /> Leandro, San Lorenzo, Castro Valley, and the unincorporated areas of Ashland, Cherryland, and <br /> Fairview (341,000 residents). The new proposed plan includes creating a new two- hospital <br /> system (San Leandro Hospital (SLH) and Saint Rose Hospital (SRI -1)) that would be governed by <br /> the currently elected District Board. It would entail both hospitals operating independently, <br /> under separate licensure. and would provide Acute Care and Emergency Services in both San <br /> Leandro and Hayward. <br /> The proposal would consolidate the key management and leadership functions of the hospitals, <br /> which would potentially create operational efficiencies and cost savings. The Eden Township <br /> Hospital District (ETHD) Board would serve as the elected body that would oversee the two <br /> district hospitals. Attachment 11 includes a letter to the Director of the Alameda County Health <br /> Care Services Agency outlining the key components of the proposal along with a high -level <br /> financial pro -forma and organizational structure. Under the proposal, both facilities would <br /> remain as full service, acute care hospitals for the foreseeable future. SRH would forgo its status <br /> 134 <br />
