Attachment I <br /> HAYWARD CITY COUNCIL <br /> RESOLUTION NO. <br /> Introduced by Council Member <br /> WHEREAS, the Eden Township Healthcare District proposes to support the <br /> health care needs of the people living within the Eden area by designating Saint Rose <br /> Hospital and San Leandro Hospital as District Hospitals operating under the authority of <br /> the Eden Township Healthcare District. Both hospitals are full service acute care <br /> hospitals located within the District; and <br /> WHEREAS, healthcare services are of vital importance to the Eden Township <br /> Healthcare District that encompasses the Cities of Hayward and San Leandro, and the <br /> unincorporated areas of San Lorenzo, Castro Valley, Ashland, Cherryland and Fairview <br /> (341,000 residents); and <br /> WHEREAS, the emergency room services at San Leandro Hospital are in great <br /> need as is evidenced by more than 27,000 visits at San Leandro Hospital in 2009, and <br /> there are 98,000 emergency room visits that occur annually within the District; and <br /> WHEREAS, Alameda County has only 2.3 beds per 1,000 residents weII below <br /> the national average of 3.3 beds for every 1,000 residents, and thus the closure of a <br /> hospital will severely limit access to healthcare services in the County; and <br /> WHEREAS, the lack of a hospital for the residents served by San Leandro <br /> Hospital will impact the capacity ability of the 9 remaining acute hospitals in Alameda <br /> County which are already overburdened and subject to ER diversion; and <br /> WHEREAS, the overcrowding of these 9 hospitals would adversely affect <br /> healthcare in Hayward and the surrounding area because the existing hospitals could not <br /> meet the needs of the those currently being served by San Leandro Hospital; and <br /> WHEREAS. the District proposal would allow San Leandro Hospital to regain its <br /> license and remain fully operational including ER (27,175 visits in 2009) and Acute Care <br /> Services (17,280 inpatient days in 2009); and <br /> WHEREAS, the District proposal for two District Hospitals represents a <br /> comprehensive solution that offers enhanced access to two full service seismically safe <br /> hospitals and emergency rooms, without large ongoing financial subsidies, while <br /> achieving cost savings, efficiency of operation. elimination of duplication of services, and <br /> accountability to the voters of Eden Township; and <br /> Page 1 of Resolution No. 11- <br /> 137 <br />
