Attachment 11 <br /> April 12, 2011 <br /> Alex Briscoe, Director <br /> Alameda County Health Care Services Agency <br /> 1000 San Leandro Boulevard, Suite 300 <br /> San Leandro, CA 94577 <br /> Re: Operations Summary — Eden Township Healthcare District (ETHD) Vision for the <br /> Future <br /> Dear Mr. Briscoe: <br /> In my role as the Board Chair of ETHD, I am responding to your letter to Michael <br /> Mahoney of March 28, 2011 wherein you requested on behalf of Supervisor Wilma <br /> Chan, an Operations Summary concerning San Leandro Hospital (SLH), and the <br /> provision of other health care services within the ETHD. <br /> The Health Care Services Agency has asked for information on how this can be achieved <br /> utilizing both St. Rose Hospital (SRH) and SLH operating as District Hospitals. <br /> The ETHD and SRH have been working in collaboration to address continuation of <br /> • <br /> Emergency Services and the overall health care needs of the District. What follows is a <br /> proposed operational structure for the combined operation of SRH & SLI-I as a two <br /> • <br /> hospital system governed by. the District. <br /> We appreciate the opportunity of getting this proposal before the Health Care Services <br /> Agency and the Health Committee of the Board of Supervisors to further review the <br /> viability of this approach. <br /> The following documents are attached: <br /> 1. ETHD Vision Statement outlining how the health care needs of the District can <br /> best be met <br /> 2. An organizational chart of the Governance structure, the combined management <br /> functions of the two hospital system, and a list of existing services at each <br /> hospital <br /> 3. Draft Financial Performance of the combined operation of SRH and SLH <br /> 4. A Statement of Support by the Board of Trustees of SRH <br /> We believe the ETHD option is clearly the best of those being offered to meet the needs <br /> of the people being served. It provides ongoing emergency room access and hospital <br /> acute care services at two hospital sites. We also recognize that acute rehabilitation <br /> services and psychiatric care are pressing healthcare needs, which also need to be <br /> addressed. However, while very important, they do not rise to the same level of urgency <br /> as ER and hospital acute care services. <br /> 140 • <br />
