Resolution Opposing Legislation on Benefits 2 June 6, 2011 <br /> After discussion, the Committee agreed to forward the opposition resolution to the full City <br /> Council for consideration, and to add reference in the resolution to Assembly Bill (AB) 961. <br /> Although AB 961 failed to move out of the California Assembly Committee on Public <br /> Employees, Retirement and Social Security at its May 4, 2011 meeting, the bill was granted <br /> "reconsideration," which means that it could be heard again during a future legislative session. <br /> The Committee further recommended the resolution, if adopted by the City Council, be sent to <br /> Governor Brown and the City's state legislators. <br /> The Committee also asked staff to bring to the City Council, at a future meeting, reconsideration <br /> of the section of the City Councilmember Handbook which speaks to the City Council's policy <br /> regarding support for or opposition to ballot measures. The Committee suggested that the policy <br /> should cover legislation as well. <br /> Current City Council Policy <br /> None <br /> Previous City Council Action(s) <br /> Referral to City Council Rules and Communications Committee <br /> City Council Committee Review and Action <br /> Discussed at the May 5 and May 26 Rules and Communications Committee meetings. <br /> Consensus was that a drafted resolution be brought to the full City Council for consideration. <br /> CONCLUSION <br /> It is recommended the City Council adopt a resolution in opposition to any legislation which <br /> would impede the ability of City employee organizations and the City from collective bargaining <br /> for employee benefits or working conditions. <br />
