Hollister, City M r City Manager <br /> FROM: Uchen.na Udemezue, Direc <br /> Engineering and Transportati Department <br /> BY: Kenneth Joseph, City Engin r <br /> Engineering and Transportation Departure <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION OF AWARD OF CONSTRUCTION CONTRACT TO INNOVATIVE <br /> CONSTRUCTION SOLUTIONS — NORCAL FOR THE 2660 EDEN ROAD REMEDIATION <br /> PROJECT, PROJECT NO. 10- 593 -52 -249. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends award of contract to the low bidder, Innovative Construction Solutions - <br /> Norcal, in the amount of 550,654.10 for the subject project. <br /> BACKGROUND <br /> The site is a vacant lot located in the industrial section of the city, adjacent to the Water <br /> Pollution Control Plant (WPCP). In 2006, the City purchased the property for the rehabilitation <br /> of the WPCP. The property is approximately 450 feet by 120 feet. <br /> Prior to 1989, an automobile wrecking yard operated there, and then the site was used for <br /> storage of stockpiled soil. The stockpiled soil was removed in February. Environmental <br /> regulations required that the ground be retested once the soil was removed. Tests of the <br /> remaining soil revealed that the soil is contaminated and requires remediation. <br /> Analysis <br /> SOMA Environmental Engineering completed the soil characterization, and site remediation <br /> plans, which is a requirement prior to reusing the site. The results of the soil test and <br /> remediation plan were forwarded to the Regional Water Quality Control Board (RWQCB) for <br /> review and approval. <br /> This project provides for the remediation of the soil by excavation and disposal of identified <br /> contaminated soil to a certified landfill. The project also involves replacing the removed soil <br /> with clean soil. <br />
