Annual Street Sealing 2010-11 <br /> Award of Contract 2 June 6, 2011 <br /> Streets selected for treatment were based on information obtained from pavement condition <br /> surveys and discussions between Engineering and Transportation Department staff and Public <br /> Works Street Maintenance staff. <br /> Asphalt rubber chip seals will be used for this year's project as it was for last year. Rubberized <br /> asphalt products have been used by Caltrans and other agencies for several years. Asphalt rubber <br /> treatments are more flexible than standard treatments, keeping the surface waterproof by <br /> preventing the formation or propagation of cracks. They require less preparation by Public <br /> Works Services street crews and can be used on streets in poorer condition that typically require <br /> more expensive asphalt overlay repairs. Traffic noise is typically reduced when using rubberized <br /> asphalt and, as the materials used are made from recycled tires, this treatment also aligns with the <br /> City's goal of using "green" products. <br /> Although asphalt rubber chip seal is more expensive than a standard chip seal, the City has <br /> received a grant from CalRecycle which will reimburse the City for a portion of the cost in using <br /> asphalt rubber chip seal at a rate of $1 per square yard. <br /> Analysis <br /> 'A total of two bids were received on May 12, 2011. International Surfacing Systems submitted <br /> the lowest responsive bid at $702,023.00 for the base bid and $132,613.19 for an alternate slurry <br /> seal material using black aggregate instead of the traditional grey aggregate. The second bidder <br /> had a base bid of $844,000.00 and $152,040.60 for the alternate. The pre -bid engineer's estimate <br /> for construction was $761,115.50 for the base bid and $177,380.70 for the alternate. <br /> The alternate is not recommended for use at this time due to the cost and reports of uneven <br /> pavement wearing. The use of black aggregate will be reevaluated for possible use in future <br /> projects. <br /> Previous City Council Actions <br /> • On March 7, 2011, by Resolution 2011 -055, the City Council authorized the City Manager <br /> to file an application for the Rubberized Asphalt Concrete Grant Program administered by <br /> CalRecyle <br /> • On April 18, 2011, by Resolution No. 2011 -074, the City Council approved the plans and <br /> specifications and called for bids for the subject project <br /> Applicable General Plan Policv <br /> This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action <br /> Item 16.03: Maintenance. <br /> Code Compliance Review <br /> This project was deemed categorically exempt from CEQA. <br />
