• • <br /> • <br /> TITLE VII HAPS , BUILDINGS AND <br /> SUBDIVISIONS <br /> Chapter 3 zoning <br /> and the goal of maintaining a reasonable balance <br /> of rental and ownership housing: and <br /> (2) The project will he in conformance with all <br /> other elements of the San Leandro General Plan, <br /> • and <br /> (3) The project will achieve a high quality of <br /> appearance, useful life and safety, and <br /> (4) The relocation program will reduce the adverse <br /> effect of the project on tenants by providing <br /> actual or reasonable costs of relocation or by <br /> alternative assistance, sufficient to assure <br /> that undue hardship is not imposed on such <br /> tenants, and <br /> (5) Each tenant of the proposed project has received <br /> written notification of intention to convert, <br /> and <br /> (6) The project applicant has complied with all the <br /> recuirements of this Article, and <br /> (7) The project will provide reasonable compensation <br /> • <br /> for the replacement of rental housing lost as a <br /> result of the pre ject. <br /> (b) The Planning Commission may provide that approval of <br /> a condominium project shall be contingent upon <br /> acceptance and. observance of specified conditions or <br /> limitations determined by the Planning Commission to <br /> be reasonable and necessary in order to make the <br /> findings specified in subsection (a), above. <br /> Section 7 -3 -860: REFERRAL TO CITY COUNCIL. <br /> (a) If, upon conclusion of a public hearing, the Planning <br /> Commission determines that a particular application • <br /> raises significant City poiic'+ issues, •it may refer <br /> the application to the City Council along with its <br /> recommendations and reoort and an identification of <br /> the impacts or issues which it believes should be <br /> considered by the City Council. <br /> 11/16/31 l44 <br />
