He shall prepare a staff • <br /> report and recommendation and shall state whether or not the <br /> agreement proposed or in an amended form would be consistent with <br /> the General Plan and any applicable specific plan. <br /> ARTICLE II - NOTICES AND HEARING <br /> §5.4.200: DUTY TO GIVE NOTICE.
