14901 E. 14 St. Site Remediation <br />P &S and Call for Bids 3 June 20, 2011 <br />Applicable General Plan Policy <br />Policy 16.02: Level of Service: Use Level of Service (LOS) "D" as the minimum acceptable <br />service standard for streets and intersections, except as otherwise indicated in the Transportation <br />Element. <br />Policy 18.02 — Capital Improvements: Identify capital improvements and other measures which <br />improve the safety of bicyclists, pedestrians, and motor vehicles on San Leandro streets. <br />Environmental Review <br />A Negative Declaration was previously prepared for this project and referenced as State <br />Clearinghouse Number SCH 2005102131. <br />Board /Commission Findings <br />On August 28, 2008, the Planning Commission found that the acquisition(s) of the property(ies) <br />necessary for this project is in conformance with the General Plan. <br />Fiscal Impact <br />The total estimated cost of the 14901 East 14 Street Remediation project is $272,705, <br />including staff time and 25% construction contingencies for unforeseeable subsurface items <br />Construction costs are estimated at $108,675 <br />Budget Authority <br />As part of the Purchase and Sale Agreement (executed in December 2009) between the <br />Redevelopment Agency of the City and the Seller of the 14901 East 10 Street property, a <br />Cleanup Revolving Fund in the amount of $473,750 was set aside for the cleanup of the site. <br />The City is eligible to draw from this Fund for costs related to remediation. <br />The remediation component of the project is fully funded by existing appropriation in Account <br />No. 962 -39 -022. <br />4*1 <br />Tracy Vesel , Finance irector <br />CONCLUSION <br />Staff recommends approval of plans and specifications and call for bids for the subject project. <br />G:\ Items In ProcessUUN 20 \14901 E14th St Remediation - P &S \14901 E14th Remediation PS &E MEM.Docx <br />
