Street Light Undergrounding — E. 14' <br />Award of Contract 2 June 20, 2011 <br />Analysis <br />A total of seven bids were received on May 17, 2011. Tennyson Electric, Inc. submitted the <br />lowest responsive bid at $163,038.00 for the base bid plus Alternate A and Alternate C, the <br />combination of which was the stated basis for award for this project. The second lowest bidder <br />had a bid of $172,275.00 for the base bid plus Alternate A and C. The pre -bid engineer's <br />estimate for construction was $289,024.40. <br />Alternate A, which is for the installation of 250 -watt high - pressure sodium (HPS) fixtures is <br />recommended in lieu of Alternate B, which installs LED light fixtures. A life cycle economic <br />analysis was performed comparing the two products (HPS vs. LED). The results indicate that it <br />would require decades for the energy savings from LED fixtures to cover the added cost of <br />installing them. <br />Alternate C, which is for the installation of a guy pole and anchor to connect street light poles in <br />the area north of 150 Avenue will not be incorporated into this contract. Instead, the messenger <br />wire crossing 150 Avenue will be connected to a joint utility pole at the south corner of East <br />14 Street and 150 Avenue to save costs. <br />Previous City Council Actions <br />• On October 4, 1999, by Resolution No. 99 -149, the City Council created an Underground <br />Utility District on East 14 Street from 153` Avenue to the southerly City limits <br />• On February 3, 2003, by Resolution No. 2003 -021, the City Council approved the five year <br />project list for Underground Utility District conversion projects <br />• On April 7, 2003, by Resolution No. 2003 -091, the City Council extended the Underground <br />Utility District on East 10' to include 150 Avenue to 153` Avenue <br />• On November 1, 2004, by Resolution No. 2004 -161, the City Council authorized the City <br />Manager to execute an agreement with Pacific Bell Telephone Company relating to aerial <br />underground utility conversion for East 14 Street <br />• On March 17, 2008, by Resolution No. 2008 -028, the City Council authorized the City <br />Manager to enter into an agreement with AT &T for construction of underground street light <br />conduits on East 14 Street <br />• On April 18, 2011, by Resolution No. 2011 -073, the City Council approved the plans and <br />specifications and calling for bids for the subject project <br />Environmental Review <br />California Environmental Quality Act (CEQA) exemption has been filed with Alameda County <br />for the project, pursuant to Section 15301. <br />Fiscal Impact <br />The total construction cost including contingency and construction management is estimated to <br />be $188,886.60. <br />
