Marina Blvd Street Rehab Program. Suppl. No. 019 -N 2 June 20, 2011 Analysis In April 2010, staff submitted an application for CMA Block Grant funding to rehabilitate portions of Marina Boulevard. The Authorization to Proceed with Construction (E -76) was issued by Caltrans on March 29, 2011 with a funding amount of $807,000. The project will: 1) rehabilitate the road pavement; 2) replace outdated curb ramps within the project limits to meet current Americans with Disabilities Act (ADA) standards; 3) repair damaged sidewalk, curb and gutter within the project area; 4) replace brick sanitary sewer manholes with City- standard concrete manholes; 5) construct several new sanitary sewer manholes to facilitate better maintenance; and 6) replace the traffic loops at the Marina/Teagarden and Marina/Alvarado intersections with a video traffic detection system. Upon the City Council authorizing the City Manager to execute Program Supplement Agreement No. O19 -N to Administering Agency -State Agreement No. 04-5041R, Caltrans' Local Assistance staff will proceed to make funds available for the construction phase of the project. Current City Council Policy Regular maintenance of City streets to ensure safe and efficient operation. Previous City Council Action(s) • On September 7, 2010, by Resolution No. 2010 -109, the City Council authorized the filing of an application for funding under the CMA Block Grant Program, committing the necessary non - federal matching funds, and assuring completion of the project • On September 7, 2010, by Resolution No. 2010 -110, the City Council authorized the appropriation of $807,000 of CMA Block Grant Program funds for the Marina Boulevard Street Rehabilitation Project • On May 2, 2011, by Resolution No. 2011 -085, the City Council approved the plans and specifications and call for bids for the subject project Applicable General Plan Policy This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action Item 16.03 -A: Funding for Maintenance. Permits and /or Variances Granted No variances are required for this project.
