B. Mitigation and Monitoring <br />Mitigation of the Heron Bay project was accomplished by construction of wetlands, tidal <br />wetlands, and upland or high ground for wildlife habitat. In order to verify that the habitat <br />is healthy and in order to identify maintenance requirements a monitoring report is <br />prepared annually. <br />For Fiscal Year 2011/12 a monitoring report will be prepared by a consultant and funded <br />by the District. <br />C. District Reserve Fund <br />A Maintenance Reserve Fund is maintained by the District in the amount of $300,000 <br />to fund capital improvements and unexpected or emergency repairs. There have not <br />been any withdrawals from the reserve fund this past fiscal year and none are <br />anticipated for the coming fiscal year. <br />D. Capital Improvement Projects <br />SSpartina <br />The Spartina removal project is complete but spraying of herbicide will continue as a <br />maintenance activity. For fiscal year 2011-12 spraying will be funded by the California <br />Coastal Conservancy and performed by their contractor. The District's involvement will <br />be limited to notifying the public, setting up signs, and directing foot traffic while the <br />spraying is performed. Between fiscal year 2006-07 and fiscal year 2010-11 the District <br />has expended $99,200 on this project of which $30,299 has been reimbursed by a grant <br />managed by the California Coastal - Conservancy. An additional reimbursement of <br />$68,900 has been requested and is expected by the end of June, 2011. Further <br />expenditures will be minor and will be classified as maintenance activity; this project will <br />not be listed in future annual reports. <br />Levee Repair 2009/10 <br />This project was initiated to repair non -emergency damage to the levees that occurred <br />during the winter of 2005-06. The construction phase of the levee repair project is <br />complete, final paperwork and invoicing for grant funds is still ongoing. The District has <br />expended $100,000 toward this project which is expected to be reimbursed by a grant <br />from the Federal Emergency Management Agency. Note that this project is separate <br />from the emergency levee repair project for which the District has already received <br />reimbursement. <br />Levee Maintenance 2014/15 <br />The nature of the levees that protect the Heron Bay marshland is such that they require <br />periodic maintenance; specifically, the heavy stone rip rap that prevents erosion shifts, <br />settles, or washes away and needs to be replaced. This work is most efficiently done by <br />an outside contractor in large quantities. In fiscal year 2009-10 the Heron Bay Levee <br />Maintenance account was established. Provided that there are funds available, the <br />District will contribute to the account each year.
