Private Sewer Lateral Relocation <br />City Council Committee Review and Action <br />June 20, 2011 <br />• The implementation process of Administrative Code was presented at the Facilities and <br />Transportation Committee on February 8, 2011 <br />• On December 20, 2010, by Resolution No. 2010-156, the City Council approved <br />Administrative Code Title 8 Chapter 11 <br />• The proposed Administrative Code Title 8 Chapter 11 was presented at the Facilities and <br />Transportation Committee on November 9, 2010 <br />• On September 7, by Resolution No. 2010-112, the City Council awarding the construction of <br />the 2009 Sewer Pipeline Replacement Project <br />• On March 15, 2010, by Resolution No. 2010-032, the City Council approved plans and <br />specifications and called for bids on the subject project 2009 Sewer Pipeline Replacement <br />Project <br />• On May 3, 2010, by Resolution No. 2010-051, the City Council approved acquisition of <br />various easements required for the sanitary sewer repair program <br />Applicable General Plan Policy <br />Policy 52.04: Maintain efficient, environmentally sound, and cost-effective wastewater <br />collection and treatment services in San Leandro. <br />Permits and/or Variances Granted <br />Work performed within the public right of way if performed by private property owners would <br />require an encroachment permit. Work performed on private property or within a structure <br />would be subject to a building permit. <br />Environmental Review <br />This work would be categorically exempt under CEQA. <br />Fiscal Impact <br />Private Property <br />Costs for new piping work required on private property vary widely by location. Costs are <br />dependent on such factors as existing house plumbing, connection point to the new sewer main <br />line and surface restoration. For discussion purposes, staff has estimated a cost up to $8,000 for <br />required connection. While rare, some structures have multiple connection points making those <br />costs higher. If this process is required by the 500 properties of interest as previously discussed, <br />the total cost for work on private property could be as high as $4,000,000. <br />
