CITY OF SAN LEANDRO <br />CITY COUNCIL BUSINESS AND HOUSING DEVELOPMENT COMMITTEE <br />June 9, 2011 <br />4:00 p.m. — 5:30 p.m. <br />San Leandro City Hall <br />835 East 14th Street <br />San Leandro, California <br />Sister Cities Gallery <br />HIGHLIGHTS <br />Committee Members: Vice Mayor Gregory, Councilmember Reed, and Councilmember Sousa <br />City staff present: City Manager Hollister, Assistant City Manager Marshall, Community <br />Development Director Sims, Public Works Director Bakaldin, Business <br />Development Manager Battenberg, Administrative Analyst Auletta, <br />Development Specialist Ricard <br />Public present: Dave Johnson (Chamber of Commerce), Louie Pellegrini and Chris <br />Valbusa (ACI), Jason Warner (OLSD) <br />The meeting was called to order at 4:03 p.m. <br />1. Discussion Regarding Oro Loma Memorandum of Understanding - Notice of Request for <br />Service Enhancements <br />Public Works Director Bakaldin informed the Committee that as part of the 2006 Memorandum of <br />Understanding with the Oro Loma Sanitary District the City has until September 1, 2011 to <br />provide a list of desired service enhancements to be included in Oro Loma's next Solid Waste and <br />Recycling Franchise Agreement. Bakaldin discussed the structure of garbage and recycling service <br />in San Leandro explaining that Alameda County Industries (ACI) provides service to the <br />neighborhoods in the northern portion of the City while Oro Loma, through its subcontractor <br />Waste Management, provides service to the southern portion of the City. Bakaldin provided the <br />Committee with a table comparing the services provided by ACI and Oro Loma and highlighted <br />the service enhancements City staff would be requesting Oro Loma provide as part of their next <br />Solid Waste and Recycling Franchise Agreement (both attached). <br />The Committee discussed the differences between the services provided by ACI Industries and Oro <br />Loma and what service enhancements they would like to see provided in the next Solid Waste and <br />Recycling Franchise Agreement. <br />Recommendation: The Committee recommended that in addition to the service <br />enhancements requested by City staff, Oro Loma provide free pickup to the public schools <br />
