REDEVELOPMENT AGENCY OF <br />THE CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: July 5, 2011 <br />TO: Lianne Marshall, Interim Executive Director <br />FROM: Luke Sims, Community Development DirectopF�7 <br />BY: Tom Liao, Planning and Housing Manager `ru <br />SUBJECT PROJECT /PROJECT DESCRIPTION <br />APPROVED AND FORWARDED <br />TO REDEVELOPMENT AGENCY <br />aD� <br />Lianne M shall <br />Interim E cutive irector <br />RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO <br />APPROVING A CONTRACTUAL SERVICES AGREEMENT FOR $132,000 WITH <br />NEIGHBORHOOD SOLUTIONS TO ADMINISTER THE OWNER OCCUPIED HOUSING <br />REHABILITATION PROGRAM IN FY 2011 -12 <br />SUMMARY AND RECOMMENDATION <br />The City's approved FY 2011 -12 budget includes $600,000 to be allocated from the Redevelopment <br />Agency ( "Agency ") budget, specifically Housing Set -Aside funds, for the Owner- Occupied Housing <br />Rehabilitation Program. Of the $600,000, Neighborhood Solutions' contractual services agreement <br />will be for $132,000, while the remaining $468,000 will be available for loans and grants. Of the <br />amount available for loans and grants, the program guidelines allocate approximately 25 percent of <br />the funds for grants and 75 percent for loans. <br />Staff recommends that the Redevelopment Agency adopt the resolution approving a services <br />agreement with Neighborhood Solutions for $132,000 to administer the Owner - Occupied <br />Housing Rehabilitation Program for FY 2011 -12. <br />BACKGROUND AND DISCUSSION <br />The City's Owner Occupied Housing Rehabilitation Program has been a popular and effective program <br />for helping low and very low income homeowners, including fixed income seniors, affordably maintain <br />or improve their homes and enhance residential neighborhoods. The goal of assisting seniors to age in <br />place in their present homes was identified in the Housing Element. <br />In its current FY 2010 -11 contract, Neighborhood Solutions has awarded 5 (five) loans to date, 4 <br />(four) of which were for seniors. There is also 1 (one) loan application pending approval. In <br />addition, there were 28 (twenty - eight) grants awarded, of which 21 (twenty -one) were for <br />
