WPCP Rehab <br />Award of Contract (Amoroso) <br />5, 2011 <br />Preparation of as -built and record drawings <br />Special inspection certification for structure foundation construction to meet building <br />regulation requirements <br />In addition, special inspection services for material and construction testing of critical structural <br />components are required both by the nature of the project and to meet building permit <br />requirements. A "Request for Proposals" (RFP) was published in February 2011. Six proposals <br />were received for special testing and inspection. Based upon experience with similar <br />construction, Construction Testing Services, Inc. (CTS) was selected as the most qualified firm. <br />CTS is a special testing and inspection firm with over 20 years of special testing and inspection <br />experience. CTS is on the City Building Division's list of approved special inspection firms and <br />was selected because of its extensive experience in the field of special tests and inspections on <br />wastewater facility projects. Recent projects that CTS provided testing services on include the <br />"Oro Loma Sanitary District Plant Rehabilitation Project" for the Oro Loma Sanitary District, the <br />"Recycled Water Project" for the Delta Diablo Sanitary District, and the "Delta Water Supply <br />Project" for the City of Stockton. <br />As part of the planning for the project, staff requested and secured State Revolving Fund <br />financing for the project through the State Water Resources Control Board in the amount of $43 <br />million in lieu of the more expensive alternate of securing a General Bond. Staff requests that the <br />City Council appropriate funds in the amount of this loan for this project. <br />In addition, staff also requests the City Council to appropriate $7 million from the Water <br />Pollution Control Plant Enterprise fund, bringing the total appropriation request to $50 million. <br />The requested appropriations will provide funding for the entire construction phase of the <br />project. <br />Current City Council Policy <br />Ensure well- maintained sewer facilities. <br />Previous City Council Action(s) <br />On February 7, 2011, by Resolution No. 2011 -013, the City Council approved the plans and <br />specifications and call for bids for the subject project <br />On January 18, 2011, by Resolution No. 2011 -007, the City Council rescinded Resolution <br />No. 2010 -122 and approved Resolution No. 2011 -008 authorizing the City Manager to <br />dedicate net revenue from the Water Pollution Control Plant Enterprise Fund to repay the <br />State Revolving Funding Program for the construction of the Water Pollution Control Plant <br />Rehabilitation Project <br />On December 6, 2010, by Resolution No. 2010 -147, the City Council passed a resolution <br />authorizing the City Manager to prepare and publish a prequalification questionnaire for the <br />instrumentation and process control scope of work; and authorizing the City Manager to <br />
