Committee Recommendation <br /> The committee recommends presenting the Chabot Park lease extension to the full <br /> Council with the understanding that any bridge maintenance will require prior approval <br /> from the City. <br /> 2. Discussion Regarding Eden Road <br /> Uche gave a brief overview of Eden Road. He stated that at previous Facilities <br /> Committee meetings the assessment district was discussed in detail. Staff was directed to <br /> speak to property owners in the affected area about the assessment district. Nick Thom <br /> gave a PowerPoint presentation regarding Eden Road. He explained that there are 20 <br /> property owners on 49 parcels of land. Two letters were sent to all property owners but <br /> not all have responded. Those who responded were given data sheets and further <br /> information regarding the project. Nick explained that property owners pay into and v ote <br /> on the assessment district in proportion to their benefit from the project. <br /> A resolution of intention to form an assessment district will be presented to the full City <br /> Council in July. Staff is requesting the recommendation of the Committee to proceed <br /> with the assessment district. <br /> Discussion ensued. Staff responded to questions from the Committee. Councilmember <br /> Cutter asked if there will be further attempts to contact property owners who have not <br /> responded to previous correspondence. Councilmember Souza asked if the properties are <br /> all occupied. Councilmember Starosciak asked what the City responsibility is to contact <br /> the property owners who did not respond or sign for certified mail. She stated her <br /> concern that they will not receive ballots for the assessment district if they have not <br /> received other correspondence. Nick stated that ballots are required to be sent to the <br /> owner of record with the County. If mail is not claimed, it is still considered a valid <br /> ballot and the City has met its responsibility. <br /> Committee Recommendation <br /> The Committee recommends that staff proceed with the resolution of intention to form an <br /> assessment district for the development of Eden Road. <br /> 3. Discussion Regarding Kaiser Improvement Agreement <br /> Nick Thorn gave a PowerPoint presentation regarding the Kaiser Improvement <br /> Agreement. Nick explained the project area and the work that is to be done on the streets <br /> around the Kaiser site. He stated that there will be interruptions in traffic during street <br /> widening and other aspects of the project. <br /> Discussion ensued. Staff responded to questions from the Committee. Councilmember <br /> Starosciak stated that she hopes that Kaiser will have street widening done at the same. <br /> time as the rest of the project so that there will be less inconvenience for the public. <br /> Councilmember Cutter stated her concerns about traffic and ambulances passing Lincoln <br /> School, especially at the time when school is dismissed for the day. <br />
