• • <br /> Wayne Bryant gave a report on the Airports Council International -North America <br /> symposium on Air Cargo that was held in Berkeley in March, particularly the session on air <br /> cargo growth and community issues. The session consisted primarily of air cargo <br /> companies marketing themselves to airport managers, which was disappointing to others <br /> attending the session. One mitigation measure discussed was the Piedmont Triad airport in <br /> North Carolina, which is developing a major new FedEx air cargo hub. In that area homes <br /> were being purchased and removed from the noise impact area as that airport's method of <br /> mitigating noise impacts. <br /> Francois Gallo was invited to attend that session as a community representative for San <br /> Leandro. He also expressed disappointment that the session fell short of what had been <br /> advertised as a discussion regarding community issues. He was able to observe a session on <br /> truck traffic at the symposium and learned that cargo companies will be using more trucks <br /> for medium -range destinations rather than air cargo due to the rising cost of fuel. <br /> Councilmember Grant suggested the Port write to ACI -NA, recommending that community <br /> issues be more thoroughly addressed in future symposiums. <br /> Councilmember Santos discussed the on -going need to get FedEX to eliminate 727s from <br /> its fleet. He shared a letter from Congressman Stark's office to the Noise Forum, <br /> announcing that FedEx will be eliminating a 727 -100 from its fleet in Oakland by this time <br /> next year. However, Councilmember Santos said there are still several remaining for <br /> nighttime flights out of Oakland that need to be retired. <br /> Recommendations <br /> None <br /> 3. Presentation by Airport Noise Management Office Regarding NASA Research into <br /> Quieter Engine Technology <br /> Christian Valdez reported on new technology for the manufacture of propeller aircraft under <br /> 12,000 pounds (Power Point handouts attached). The FAA is requiring a 6dB reduction of <br /> current standards for new engines. Airports are pushing for creation of Stage 4 standards <br /> for the aircraft manufacturing industry. <br /> Recommendations <br /> None <br /> 4. Report from North Field and South Field Study Groups <br /> Kathy Ornelas reported that North Field Group is continuing to review southeast departure <br /> procedure compliance. Currently the Noise Office is seeing a 94% compliance rate and is <br /> working to improve that statistic. The FAA and airport are trying to reschedule replacement <br /> of the instrument landing system (ILS) on Runway 11. The work was delayed from last fall <br /> 2 <br />
