When work begins, some flights will be temporarily diverted to the <br /> North Field. <br /> The FAA has just started the environmental assessment process for installation of the new <br /> [LS on Runway 27L. Staff has reminded the Noise Office that San Leandro has been <br /> promised a community meeting on the environmental assessment. <br /> The South Field Group continues to study the rolling take -off procedure. Due to a recent <br /> near collision at a Southern California airport, all airports are now requiring something <br /> similar to the rolling take -off procedure to improve safety on runways and taxiways. The <br /> airport is hoping this won't cause flight delays, but could reduce nighttime noise levels from <br /> all flights. <br /> Repaving of a run-up pad next to runway 29 may be scheduled in August or September and <br /> last for 3 days. Planes will be required to do a back -up maneuver on the runway, which may <br /> cause delays for incoming flights. Because of these delays, one or two commercial flights a <br /> day may divert to the North Field. <br /> Ms. Ornelas also reported that the Port has invited the members of now completed Master <br /> Plan Stakeholders Advisory Committee to come together again as the new Aviation <br /> Stakeholders Committee to review concepts and future plans for airport development. The <br /> group met on May 4 and was told that the Port is beginning to refine development concepts <br /> for development of an additional airport terminal. In the Master Plan process, the Port <br /> committed to conducting a ground traffic study and impacts from airport ground traffic on <br /> neighboring cities, at the request of San Leandro and Alameda. The Port will be asking staff <br /> from both cities to help design the scope of the study and the process. Committee members <br /> recommended that the study be sure to include emissions and idling tinges. <br /> Recommendations <br /> None <br /> 5. Discussion Regarding Appointment of Committee Chair and Scheduling of Meetings <br /> The Committee appointed Councilmember Grant as Chair and agreed to continue the current <br /> schedule of meetings. <br /> 6. Public Comments <br /> Harold Perez reported that helicopters are continuing to cause noise problems. He had <br /> concerns about the aigation easement for the insulation program and asked to compare San <br /> Leandro's to Alameda's. (Staff provided him with copies of both.) <br /> Wafaa Aborashed felt that the Public Comment period during committee meetings was not <br /> giving the public adequate opportunities to give input on agenda discussion items, and asked <br /> that comments be allowed after each agenda item. <br /> 3 <br />
