Kell -Smith & Associates, Inc. <br /> ®o® 00 co co <br /> A brief overview of key issues brought up regarding the program: <br /> o Homeowner responsibility before start of construction: <br /> • Homeowner removes blinds and curtains from windows <br /> • Homeowner moves furniture or obstructing objects a minimum of 3 - 4 feet from window <br /> • Homeowner removes personal breakable belongings from work area; homeowner is <br /> expected to remove personable belongings of value; the program and City will not be <br /> held liable for theft or breakage <br /> • Homeowner removes security bars from windows; Disconnects security system <br /> • Homeowner or a designated representative of theirs (18 years or older) must be present <br /> during construction. <br /> The program makes allowances for those homeowners who are seniors or disabled and who <br /> cannot physically move their furniture or remove window dressings because of a physical <br /> disability or debilitating illness. Those homeowners are identified during the architectural survey <br /> and again during plan review. The bid process for a contractor made allowances for this scope of <br /> work; contractor will remove window dressings and move furniture when appropriate. <br /> Homeowners are notified one week prior to start of construction. They are also called the night <br /> before construction to remind them of their construction appointment and to prepare their home. <br /> o Regarding removing of screen doors and iron security doors: <br /> • Contractor may have to remove screen door or security door if there is a need to replace <br /> the door jam. Again, homeowners will be expected to re- install their screen door or <br /> security door. It is treated same as homeowner's responsibility to remove and re- install <br /> their window coverings. "Again, seniors or those physically incapable will receive <br /> assistance from contractor. <br /> Please note that contractor found some door jams to be too narrow for new acoustical doors <br /> or too deteriorated to support new doors. Project Architect is finding similar conditions <br /> during surveys of some Phase 1 homes. <br /> o Pre - existing Code Issues: . <br /> • Homeowners are required at their own expense to correct pre- existing code issues. <br /> Mechanical or electrical code issues are usually noted during architectural survey or <br /> during contractor final measurement verifications. <br /> Homeowners are given information as well as photos of pre- existing condition and suggested <br /> steps that may be necessary to repair the pre- existing condition to code. Homeowners are <br /> informed that repairs must be done to code and that a permit may be required by the City of San <br /> Leandro. Homeowners are given the phone number for Building and Safety Services. <br /> Homeowners will also be given information provided by the Housing Department regarding <br /> grants or rehab loans available to qualifying residents to make such repairs. <br /> Homeowners are given a minimum of 30 to 60 days to correct or repair the pre- existing condition <br /> before start of construction. <br />
