• <br /> . ® .. ®. _ <br /> insulation for the Neptune Drive neighborhood as the most effective method to reduce the effects of <br /> aircraft noise. <br /> The Port would like to discuss with the City of San Leandro a strategy to communicate the above findings <br /> and proposed direction with the residents in the Neptune Drive neighborhood as well as other interested <br /> parties. <br /> 2. Port's efforts to eliminate noisy 727's from airport before 2010. <br /> The Port of Oakland, as a key member of the Oakland Airport - Community Noise Management Forum, is <br /> the principal funding source for the Forum's operation and supports the Forum's purpose to provide a <br /> public forum to discuss, analyze and make recommendations to the Port's Executive Director about noise - <br /> related issues at Oakland international Airport. Over the past few years the Forum has been requesting <br /> FedEx to eliminate or reduce the B727 air cargo flights. More recently, the Forum has been working with <br /> Congressman Pete Stark's office to address aircraft noise at the national level, including the phase out of <br /> the Stage 3 hush kit aircraft, and the Forum is attempting to form a coalition wiih other California airport <br /> community organizations to further their goals and objectives. <br /> The Port of Oakland is also a member of the Airports Council International -North America (ACI -NA). <br /> ACI -NA represents 165 state, regional and local governing bodies that own and operate the principal <br /> airports in the United States and Canada. The mission of ACI -NA is to advocate policies and provide <br /> services that strengthen the ability of air carrier airports to serve their passengers, customers, and <br /> communities. ACI -NA has sought a new Stage 4 standard that was much more restrictive than that which <br /> has been recommended by the international Civil Aviation Organization (ICAO) Committee on Aviation <br /> Environmental Protection (CAEP), which has been adopted by the FAA. ACI -NA also sought the phase <br /> out of the noisiest Stage 3 aircraft. <br /> 3. What is the status of creation of a new runway, preferably in the 13ay? <br /> The master plan outlined the need for a new air carrier runway at South Field in the 2015 to 2025 <br /> timeframe (to accommodate the unconstrained airline passenger forecasts). However, due to <br /> environmental constraints associated with construction of such a runway, including issues associated with <br /> filling wetlands and /or San Francisco Bay, and because it is unclear whether the Port could afford to <br /> constrict such a runway (which night cost in excess of 53 billion), the Port will not pursue a new air <br /> carrier runway at this time, but work with it regional partners -- • the Metropolitan Transportation <br /> Commission (tMTC), the Regional Airport Planning Committee (RAPC), other airports in and outside of <br /> the Bay Area, etc. -- to address the issue of additional runway capacity to serve the long -term demand for <br /> air travel for the San Francisco Bay Area. <br /> Port staff presented the master plan's key policy directions and planning recommendations, including the <br /> above discussion, to RAPC on January 27, 2006. The aviation directors from the three Bay Area <br /> commercial service airports (Oakland, San Francisco, and San Jose) have been meeting with ry1TC staff to <br /> develop a planning process and funding mechanism to develop a new Regional Airport System Plan that <br /> would address the issue of additional runway capacity to serve the long -term demand for air travel for the <br /> San Francisco Bay Area. As outlined in Section 5.5 of the master plan, options for providing additional <br /> runway capacity for the Bay Area could include new runways at Oakland International Airport (see <br /> Figure 5.7 in the master plan) or San Francisco International Airport, or developing air service at other <br /> regional or military airports, or exploring the possibility of linking Oakland and San Francisco <br /> international airports with passenger ferry service. <br /> • <br />
