The following paragraphs outline our response to your comments. <br /> September 12, 2005, Letter <br /> We agree that the City of San Leandro should have opportunity to review and comment on projects as <br /> they are proposed after the master plan. As you flow, the master plan only suggests projects for further <br /> study, such as conceptual engineering, financial feasibility, and environmental review. The Port is <br /> committed to working with the San Leandro representatives to address potential effects of Airport growth <br /> on neighboring jurisdictions. As outlined in Section 8.3 of the master plan, we suggest establishing a <br /> committee so that the Port's Planning and Development staff can continue to meet, annually or semi- <br /> annually, as needed, with community and Airport users to provide updates on various projects and Airport <br /> activity, and receive input. The City of San Leandro would also be able provide input on projects as <br /> part of environmental reviews required in accordance with the California Environmental Quality Act <br /> (CEQA) and the National Environmental Policy Act (NEPA). <br /> First, as a general rule, airlines prefer the longer runway length at South Field (compared to North Field). <br /> The Port also agrees that as a general rule, air traffic should not be diverted from South Field to North <br /> Field, except as required for safety, maintenance/construction, emergencies, or other reasons requiring <br /> Runway 11 -29 at South Field to be closed. We believe that any terminal concept in planning Area 2 (see <br /> Figure 4.1 in the master plan) would not cause the airlines to use North Field any more than they do today :3 <br /> due to the circuitous taxi route from North Field to South Field. If an airline lands on Runway 27L, for <br /> example, it must exit at Taxiway J, cross Runway 27R, taxi back along Taxiway C, cross Runway 27R <br /> again, cross Runway 27L, and then proceed southbound along Taxiway 13 to the existing terminals or a <br /> new terminal in Area 2. It is more convenient (with no runway crossings) and about the same taxi <br /> distance to land at South Field (Runway 29), taxi on Taxiway W, and then northbound on Taxiway B to a <br /> 530 Water Street ■ Jack London Square • P.O.
