North Field Group, South Field Group and Master Plan Committee Reports <br /> North Field Group: <br /> Committee Member Santos commented on receiving some early morning air traffic noise from <br /> the North Field in the Marina Faire area. Carole Wedl from the Port's Noise Management <br /> Office reported that there have been some mechanical problems with signaling equipment <br /> which has prevented many of the flights from using a Salad One departure. Instead, many of <br /> the planes have had to make straight -out departures to the north or south. The Port anticipates <br /> correcting those equipment problems within the next few weeks and departures should retum <br /> to normal. <br /> Committee Members Santos and Starosciak complimented the Noise Management Office for <br /> its pro- active approach to community notification of problems or unusual flight activity at the <br /> airport in recent months. They feel communications have improved greatly between the airport <br /> and the community. <br /> South Field Group: <br /> This group has not met since the July Airport Committee meeting; nothing new to report. <br /> Noise Management Forum: <br /> On September 8, Committee Member Grant, Assistant City Manager Hollister and Community <br /> Relations Representative Kathy Omelas will be interviewing the two individuals who have <br /> applied for the San Leandro Citizen appointment to the Noise Forum. A recommendation for <br /> that appointment will be provided in a supplement to these highlights. <br /> Master Plan Stakeholders Committee: <br /> • <br /> City Manager Jermanis reported that the Port will be making a presentation to the City Council <br /> at its September 12 Work Session regarding the Airport Master Plan process to date. <br /> Kathy Omelas reported that the Master Plan committee reviewed a study of a recommendation <br /> that a soundwall be constructed either on airport property or on private property to reduce noise <br /> from the South Field to the Mulford Gardens area. The study determined that a wall could be <br /> build on airport property east of the South Field but would have a negligible reduction in sound <br /> in San Leandro. A wall could be build along the shoreline behind the homes on Neptune <br /> Drive, but it would only benefit those homes along the shoreline; homes across the street or <br /> further into the neighborhood would get no benefit. The consequence would be that the homes <br /> along the shoreline would likely have reduced views and loss of access to decks and/or docks. <br /> The Port determined that it is not feasible at this time to pursue such a soundwall further. This <br /> information will be covered in the final Master Plan document. <br /> 2 <br />
