What is the status of the former United airlines hangar and what are the <br /> Port's plans for the use of this property? <br /> The Port has converted portions of the Oakland Maintenance Center (OMC) site <br /> to employee parking and additional public parking. Shuttle bus storage and <br /> staging is also occurring on the site. Turner construction is occupying part of the <br /> "A" Core office building and advertising signs are placed on the exterior of the <br /> hangar. <br /> The Master Plan process will recommend future mid- and long -term uses for the <br /> • <br /> site. As discussed in the Master Plan Stakeholder Meetings and at Aviation <br /> Committee Meetings the likely land use for at least portions of the site are in <br /> support of adjacent passenger terminal facility development. <br /> • <br /> G. The noise abatement departure procedure for departures on Runway 11 <br /> should be given a higher priority for enforcement by the Port and FAA. <br /> • The Port submitted a letter to the FAA on July 15, 2004, requesting that the FAA <br /> develop a noise abatement, instrument departure procedure for Runway 11 <br /> nighttime departures that would be similar to the departure procedures at night <br /> from Runway 29 (departure off Runway 11 will make a right turn over the bay to <br /> reduce noice impacts to nearby San Leandro homes). At the September 16, <br /> 2004, meeting of the South Field Group, an FAA representative reported that this <br /> procedure would be created and was now going through their process for <br /> developing new procedures. In the meantime, this procedure is one of a number <br /> of procedures to be implemented immediately via a Letter of Agreement between <br /> the FAA's Oakland Tower and TRACON facility. Controllers in both facilities <br /> have been trained on how to implement this departure procedure between 10 <br /> p.m. — 6 a.m. during weather conditions when aircraft must depart from Runway <br /> 11. The Airport Noise Office will monitor departures off Runway 11 and work <br /> with the FAA to ensure compliance whenever possible. <br />
