Enclosed is background information on the <br /> • existing ILS equipment on North Field and some information on the usefulness of <br /> having ILS capabilities on both North Field runways. We discussed these issues <br /> with City staff in and would like to provide information to San Leandro • • <br /> citizens and leaders when it is appropriate. The North Field Flight - <br /> Pattem /Research Group will discuss these issues in the near future as part of an <br /> overall study of arrivals into North Field. <br /> As stated in the settlement agreement between the City and Port, the Port had <br /> • intended to relocate the existing ILS from 27R.to 27L; assuming it was technically <br /> (legally) feasible to do so. Before our investigation into the relocation possibility <br /> began, however, the FAA offered the Airport a new ILS for 27L when another • <br /> airport cancelled its request for one. The FAA is currently conducting a technical <br /> feasibility study for installing the equipment on 27L. An environmental • <br /> assessmentalso will be needed. These same investigations would have to be <br /> • completed before installation of a new or relocated system could occur. Rest <br /> assured the Port would not allow the FAA to install a new system'on 27L at this <br /> time without consultation to do so with the City of San Leandro. <br /> • <br /> Most of your questions should be answered in the enclosed information: In <br /> summary, having two ILS's on North Field would not increase. traffic because the <br /> runways are only 1000 feet apart and, therefore, too close to allow for • <br /> simultaneous instrument landings. It would have no effect on the use of North <br /> Field by air carrier operators, who use Runway 27L today when Runway 11/29 is • <br /> unavailable due to emergencies or maintenance.
