• <br /> • •JP <br /> • <br /> Discussion of Instrument Landing System(s) for North Field <br /> Pursuant to the 2000 Settlement Agreement between <br /> Port of Oakland and City of San Leandro <br /> BACKGROUND: Instrument Landing Systems (ILS) <br /> Summary of ILS technology <br /> An Instrument Landing System (ILS) approach is a precision approach that <br /> provides both lateral (right and left) and vertical (up and down) guidance. The <br /> existing Runway 27R ILS and the proposed Runway 27L ILS are Category I <br /> ILS's, providing reliable guidance down to a decision height of 200 feet with <br /> Runway Visual Range (RVR) of 2400 feet. Today, both runways have instrument <br /> approach procedures, and each procedure provides reliable navigation guidance <br /> and obstruction clearance down to specified distances and altitudes. <br /> Runway 27L <br /> There are two instrument approach procedures to Runway 27L. However, they <br /> do not provide the precision guidance that an ILS would provide. The VOR/DME <br /> Runway 27L and the RNAV (GPS) Runway 27L approaches are published and in <br /> use. Additionally, the ILS Runway 27R approach has a published sidestep <br /> maneuver that allows aircraft to change runways, and land on 27L, after they get • <br /> beneath the clouds and have the runway in sight. This is usually the approach <br /> • procedure that air carriers use when it is necessary for them to land on North <br /> Field during west plan weather conditions. <br /> Runway 27R <br /> In addition to the ILS Runway 27R approach, there are two other instrument <br /> approach procedures to Runway 27R. The NDB Runway 27R and the RNAV <br /> (GPS) Runway 27R approaches are available but rarely used due to pilot and <br /> FAA preference for the precision ILS approach. <br /> VFR and Visual Approaches <br /> Due to the predominantly good weather in the Bay Area, most arrivals to North <br /> Field are conducted under Visual Flight Rules (VFR). Even aircraft on IFR flight <br /> plans are issued "Visual Approaches" which allow them to proceed to the airport <br /> visually. <br /> FAA's Northern California TRACON indicated that changing the primary ILS <br /> approach from 27R to 27L should not be a problem for their facility. From their <br /> viewpoint, there are no disadvantages to having two ILS installations to these <br /> runways. <br /> • <br />
