Jermanis, City Manager <br /> City of San Leandro <br /> Civic Center, 835 East 14 Street <br /> San Leandro, CA 94577 <br /> Dear Mr. Jermanis: <br /> I am writing to follow up on your request regarding congressional reauthorization funds <br /> for airport improvement programs across the United States. <br /> Last December, Congress passed a multi -year bill that provides $14.2 billion in Airport <br /> Improvement Program (AIP) funding for 2004 -2007. It includes new features allowing <br /> AIP monies to be used in paying interest on bonds and expanding eligibility for <br /> environmental compliance programs. This funding level essentially maintains the status <br /> quo for the Airport Improvement Program (AIP). <br /> To date, there has been no indication that Oakland International Airport (OAK) will <br /> receive additional AIP funding. We typically receive $4 -6 million per year to pay for <br /> airfield pavement projects and additional discretionary funds to pay for the sound <br /> insulation program in Alameda. OAK competes with other airports in our region for such <br /> funds, and the amount allocated differs from year to year. We work closely with the FAA <br /> to ensure that our projects are considered for federal funds - -and any additional AIP <br /> amounts that may become available. This newest reauthorization provides consistency <br /> to federal funding of airport projects and allows OAK's efforts with the FAA to continue <br /> without interruption. We have recently confirmed with FAA that they will not fund noise <br /> related projects outside the 65 CNEL contour. <br /> Enclosed are highlights of the legislation. Some of the details may not apply to OAK, <br /> but I wanted to provide a comprehensive view of the bill's overall intent. Implementation <br /> plans and funding specifics are still being finalized. The FAA's Office of Environment <br /> and Energy is pleased with this legislation and felt it provided long- needed policies and <br /> funding for aviation - related environmental concems. <br /> 530 Water Street • Jack London Square • P.O.
