• • <br /> Highlights of Vision 100 — "Century of Aviation Reauthorization Act" <br /> Aviation Safety <br /> • - Funding for safety and security of aircraft operations in the Gulf of Mexico <br /> • -$20 million for wake vortex advisory system. <br /> • - Creates an office and task force to develop the next generation air traffic <br /> control system. <br /> • • - Authorizes hiring of controllers to replace those who will retire. <br /> • -Noise Provisions increase the noise set -aside from 34% of the AIP <br /> discretionary account to 35 %. Broadens the set -aside to include funding of <br /> land use compatibility grants to state and local governments. <br /> • - Directs FAA to study the concept of establishing a national program to <br /> require disclosure of airport noise impacts to potential homebuyers. <br /> • - Requires airport noise exposure maps to be updated when contours shrink <br /> as well as when they expand. (Oakland updates its contour map every 3 <br /> months and submits it to the county and state for review.) <br /> • - Establishes an FAA Center of Excellence (COE) on Noise and Emissions <br /> Research. $8 million of the recommended $20 million annual funding has <br /> been allocated. A team from MIT heads the COE, and Airport staff will follow <br /> its progress and seek participation, if possible. <br /> • - Requires DOT and NASA to study ways to reduce aircraft noise and <br /> emissions and to increase fuel efficiency. Funding for this study is $500,000, <br /> and Oakland will follow its progress and seek participation, if possible. <br /> • - Requires FAA to issue Stage 4 noise certification standards by April 2005, <br /> consistent with those adopted by the International Civil Aviation Organization. <br /> Benefit To Local Communities <br /> • - Continuation of and additional funding for the underserved airports small <br /> • community pilot program. <br /> • - Revises the essential air service program so that (1) airports close to hubs <br /> would have to pay a 10% local share (phased in over 4 years) and (2) allow <br /> small communities to apply to DOT for a block grant to manage and pay for <br /> their own transportation system in lieu of having the airline serving their <br /> community subsidized directly by DOT. This will give communities more <br /> flexibility. <br /> • <br /> Benefits For All Airports <br /> • - Requires airlines to place passenger facility charge (PFC) collections in a <br /> segregated account so that airports can recover them if the airline goes <br /> bankrupt. <br /> • - Funding for the contract tower cost - sharing program. <br /> • - Prohibits FAA from requiring an airport to shorten its runway to comply <br /> with FAA's requirement on safety- overrun areas. <br /> • - Preserves the $1 million minimum AIP entitlement for airports that have <br /> dropped below 10,000 annual passengers. <br />
