• • <br /> Staff and consultants have recommended noise contours be used to narrow the field of <br /> eligible owner - occupied homes. Using CNEL noise contours, approximately 421 homes <br /> have been identified as most impacted by airport noise. <br /> The first priority would be given to the hones within the 56 CNEL contour. This would <br /> encompass all of the hones on Neptune Drive, all of the homes within the Timothy Drive <br /> neighborhood and many of the homes in the Davis West neighborhood as identified by the <br /> noise contour. Second priority would collectively be given to homes in 55 CNEL contour in <br /> Mulford Gardens, and the hones in the 53, 54 and 55 contours in the Davis West <br /> neighborhood. <br /> A lottery would be used to select the 200 homes to be insulated in the program from the first <br /> priority group, with the remaining hones retained as alternates should any of the original 200 <br /> homeowners decline to participate in the program. The lottery would be conducted by the <br /> Airport Committee at its September meeting. Committeemembers agreed this would be an <br /> appropriate methodology to follow. <br /> The first community education meeting in June would be open to the general public and <br /> advertised in the local media. Additionally, the 421 homeowners in the priority areas would <br /> receive direct mail notification of the meeting. This meeting would provide a general <br /> overview of the program and the recommended methodology of selecting the 200 homes to <br /> be insulated. A subsequent meeting would be held to provide specific program details to the <br /> 421 homeowners. <br /> Committeemembers made additional recommendations regarding the logo used for the <br /> program, public relations efforts, verification of owner- occupied status, easement language, <br /> and provision for participants to back out of the program. <br /> Committee Recommendation <br /> City Council approval of recommended methodology for refining eligibility areas and <br /> participant selection. <br /> 3. Committee Member Comments <br /> Conmitteemember Santos asked the City Manager to speak with the Port's Director of <br /> Aviation regarding the Port's agreement to address Timothy and Neptune Drive <br /> neighborhoods specifically. <br /> 4. Public Comments <br /> Francois Gallo suggested the program materials be forniatted in a more legible fashion and <br /> recommended maps identifying the priority areas be included in public relations <br /> announcements. He also observed that the program does not address ceiling or wall <br /> treatments, which should be considered in the settlement agreement. <br /> John Manuel stated he believes the entire program area should be considered for the lottery <br /> of homes. He would like to hear what the Port has to say about verbal agreements to look at <br /> additional impacts to Timothy and Neptune Drive neighborhoods. <br /> 2 <br />
