• • <br /> • <br /> A final tally of the rankings found that C. Kell -Smith and Associates, Inc. (CKSA) was the top <br /> ranking firm. CKSA is a Bay Area firm, with headquarters in San Bruno. The firm has <br /> extensive experience in airport noise insulation programs, having managed projects for the cities <br /> of San Bruno, Daly City, Pacifica, Monterey, San Jose, and the County of San Mateo, among <br /> others. CKSA is also currently managing the Port of Oakland's aircraft sound insulation <br /> program in Alameda. Following the terms of the settlement agreement, CKSA, if granted the <br /> contract, will work directly for the City of San Leandro under the direction of the Chief Building <br /> Official. <br /> Fiscal Impact <br /> None — The Port of Oakland has agreed to fund all costs related to the AMP, including <br /> the City's internal expenses and the cost of a project management consultant. <br /> Staff is investigating the feasibility of purchasing a house in the AMP eligibility area to <br /> be used as a demonstration home to allow residents an opportunity to see the types of <br /> insulation measures to be used. The management firm would also be able to use the <br /> property as a local office. Once the ANIP is concluded, the City would sell the home for <br /> reimbursement. The Port of Oakland has indicated they would not be willing to fund this <br /> purchase. However, if available, the use of housing set -aside or CDBC funds would <br /> recommended for the purchase. <br /> CONCLUSION <br /> Staff recommends the City proceed with negotiations on the terms of a contractual services <br /> agreement with C. Kell -Smith and Associates for management of the Airport Noise Insulation <br /> Program. Once an agreement has been drafted, it will be brought to the full City Council for <br /> approval. <br /> Attachments: 2 <br />
