Manuel <br /> President - Marina Action Committee <br /> To: Airport Committee - City of San Leandro <br /> Re: 1) Selection of Insulation Consultant <br /> 2) Settlement Agreement Issues <br /> I have discussed portions of this letter with City Attorney Jayne Williams, <br /> Building Official William Schock and Councilman Santos. <br /> Several months ago the City of San Leandro issued a Request for <br /> Qualification (RFQ) for interested consultants to submit statements for <br /> service to administer a residential airport noise insulation program. Of <br /> the consultants that responded to the RFQ, four were selected by the <br /> committee to be interviewed. I was a member of this committee. <br /> Consultants Considered: <br /> Jones Payne Group <br /> Wyle Laboratories <br /> Carlett, Skaer & De Voto Architects, Inc. <br /> C. Kell -Smith & Associates, Inc. <br /> The Port Of Oakland was invited to participate in the selection process <br /> and in the course of the interviews was a strong advocate for C. Kell - <br /> Smith. The Port has worked with this consultant on prior projects and <br /> has also worked with Brown - Buntin Accoustical Consultants who is also <br /> named on the C.Kell -Smith organization chart. <br /> Since final approval will go to the City Council, I request that C. Kell - <br /> Smith not be considered for insulation consultant. There is a definite <br /> conflict of interest here. We do not need the expertise of the Port to <br /> influence who we select. <br />
