5. North Field Study Group Report
Community Relations Representative Kathy Ornelas reported on the recent activities of the
North Field Group. Group members representing Alameda have expressed concern
regarding more noise incidents resulting from the new Salad One departure procedure.
Council Member Stephens commented that his area of town is experiencing these same noise
incidents. The Group is working with Ameriflight, the courier company that is making these
flights, to try and modify their flight patterns to be less disruptive.
6. South Field Study Group Report
Ms. Ornelas reported that the South Field group has net 3 times now. Their current focus is
on a study of take -off procedures by Fed Ex that are very disruptive to the Neptune Drive
area. Fed Ex is experimenting with a new rolling take off procedure that they hope will
create less noise for both San Leandro and Alameda. Neptune Drive residents are providing
notes of the departures they are hearing, and the Port has installed temporary noise monitors
on Neptune Drive and in Alameda to measure the noise impacts from these flights. The
Group will meet again in about 4 weeks to review those findings.
7. Public Comments
Dennis Rosucci, member of the South Field Research Group, suggested fellow South Field
group member John Manuel would be a good individual to sit in on the insulation program
consultant interviews because of his experience as a contractor. Mr. Rosucci commented on
the Land Use Commission's outline for the ALUP and the fact that the 65 CNEL contour that
they intend to use does not truly reflect the noise impacts on the community. The South
Field group research with Fed Ex is showing some readings above 80 dB and 90 dB that are
single events and would not necessarily be taken into consideration in a 65 CNEL report.
Janet Meth introduced herself as an applicant for appointment to the Noise Forum. Her
experience is as a planner for the Port of Oakland. She provided her perspectives on the
ALUP and the changes of the boundaries.
John Manuel, member of the South Field Research Group, also shared data on readings from
the test period with Fed Ex and UPS flights. He sees that there are more flights departing on
runway 29 than on runway 11, to San Leandro's disadvantage. He feels there should be a
greater balance in the use of the runways so the noise impacts are more equal between San
Leandro and Alameda. He also wants to be sure there is adequate information provided to
the community on the ANIP.
Francois Gallo, member of the North Field Research Group, commented that he sees a
correlation between the expansion of corporate aviation at the North Field and the change in
the ALUP boundaries. Speaking for Wafaa Aborashed of the Davis West Neighborhood
Group, they would like to see a study started on arrivals into the airport and made reference
to a recent study done in France. He discussed some particular flights from the North Field
that generated excessive noise levels and sees the Salad One departure procedure as being
used more frequently. He expects more complaints from the Broadmoor area because of
these flights.
