• • <br /> AIRPORT LAND USE COMMISSION • <br /> INFORMATION SHEET <br /> Each county in California that includes an airport served by a scheduled airline or operated <br /> for the benefit of the general public must establish an airport land use commission (ALUC). <br /> (California Public Utilities Code section 21670). The state legislature's purpose in requiring <br /> these commissions was to "protect public health, safety, and welfare by ensuring the <br /> orderly expansion of airports and the adoption of land use measures that minimize the <br /> public's exposure to the extent that these areas are not already devoted to incompatible <br /> uses." <br /> The Alameda County ALUC is in the process of updating its Airport Land Use Policy Plan <br /> (ALUP) for the three public airports in the county (located in Hayward, Livermore, and <br /> Oakland). They have asked for participation from the City of San Leandro regarding OAK's <br /> plan. The existing plan was adopted in 1986. <br /> The ALUC is concerned with airport activities that may adversely affect adjacent areas, <br /> and near - airport land uses which may interfere with airport operations. The most <br /> significant airport - related concerns are: <br /> • Prevention of obstacles to air navigation (tall objects; objects in clear zones); <br /> • Exposure of persons on the ground to accident potential; <br /> • Prevention of hazards to flight such as smoke, glare, electrical interference and <br /> concentrations of birds; <br /> • Noise exposure, especially from jet aircrafts. (p. 2, 1986 ALUP) <br /> The Commission's jurisdiction is limited to new land uses. Existing uses that are in conflict <br /> with or injured by existing or anticipated airport operations are not subject to the policies <br /> established by the ALUC. <br /> According to the environmental consultants for the County, the Draft Boundary Map was <br /> based on the following criteria: <br /> • "Published" 65 CNEL data (pre -2000, at which time Stage 3 engines were mandated); <br /> • City boundaries, man -made features (i.e., highways), and natural boundaries; <br /> • Tries to be inclusive of neighborhoods and not split them up. <br /> County staff is looking for comments on the draft boundaries, as well as any land use <br /> compatibility issues for inclusion in the updated ALUP. Comments will be forwarded to the <br /> ALUC when they meet next month to discuss the draft map. <br />
