Discussion Regarding Development of an Action Plan to be Adopted by the City to Address <br /> Airport Noise Problems <br /> • Staff provided a drafted chronologic summary of the actions the City has taken to date to <br /> address airport noise issues. <br /> • Copies were shared with the audience, encouraging comments to be returned to staff by <br /> March 1, 2003. <br /> Public Comments <br /> • Staff asked the Committee for direction regarding City sponsorship of attendees to the <br /> Airport Noise Symposium in Berkeley in March. The University of California (host of the <br /> Symposium) indicated that the City may be receiving one scholarship. In addition, the <br /> Oakland Airport/Community Noise Management Forum may be sponsoring citizen <br /> representation from the North Field and South Field study groups. <br /> • • The Committee encouraged interested audience members to submit a request to attend to <br /> City staff by Tuesday, February 11. <br /> • Dennis Rosucci thanked the Port for its presentation and asked how the residential <br /> community will be informed of the Master Plan process. Port representatives replied that the <br /> public outreach process is still being identified. The Port welcomes contact information from <br /> anyone interested in participating in the Master Plan process. <br /> • John Manuel asked if FedEx is considering taking over the United facilities at the airport, and <br /> asked what remedies the Port will be considering to nighttime noise from cargo carriers. The <br /> Port staff did not have any knowledge of FexEx's interest in the United facility, and <br /> commented that the Master Plan process may not be the best avenue to address existing cargo <br /> carrier noise, since the Master Plan is for future policy development. <br /> • Francois Gaily commented that NAACSL had submitted comments to the SE[R and had <br /> problems with its methodology. NAACSL feels that using existing noise monitor locations <br /> may not truly reflect where the problems exist. The noise metric should include <br /> measurements of low frequency noise and interior noise levels. He asked why the roadway is <br /> still included in the ADP plans if the Postal Service is no longer going to locate there. Port <br /> staff replied that other tenants will make use of the roadway. <br /> • Wafaa Aborashed asked if the SEER will also be measuring emissions from idling aircraft <br /> and diesel trucks. The Port replied that it will measure emissions from all operations on the <br /> airport property. <br /> • Harold Perez had questions about Alameda's settlement and would like to see a curfew for <br /> San Leandro. <br /> Committee Member Comments <br /> • Committee Member Santos recommended that the City consider joining NOISE, a <br /> nationwide organization that studies airport impacts and lobbies for solutions. He will bring <br /> more information back from the National League of Cities in March. <br /> • Committee Member Grant commented that this is her last meeting on this committee. She <br /> views it as a learning experience and an enjoyable experience. <br /> 111 The meeting adjourned at 5:15 p.m. <br /> • <br />
