• • <br /> NORTH FIELD STUDY GROUP (NFG) <br /> ® The Oakland International Airport's North Field Manager chairs, this working group. The <br /> group consists of staff from the cities of Alameda and San Leandro, residents from both <br /> communities and Airport staff. Representatives from the FAA and Ameriflight, North <br /> Field's primary nighttime operator, serve as advisors to the group. The first meeting was <br /> held on March 10, 1997, and was formed at the request of the City of San Leandro. The <br /> . purpose was to examine the existing, nighttime departure procedures from North Field (the <br /> "Quiet Hours" program) and to recommend new procedures that would decrease aircraft <br /> noise in San Leandro neighborhoods closest to North Field without adversely affecting <br /> other neighborhoods..The Quiet Hours Program was revised to include a new instrument <br /> departure procedure from North Field. which gives pilots another noise abatement <br /> procedure to use during the evening. Both San Leandro and Alameda approved the new <br /> procedures several years ago, and the NFG continues to meet quarterly to monitor the <br /> program and address other nighttime. North Field issues. <br /> REGIONAL AIRPORT PLANNING COMMITTEE(RAPC) <br /> This Committee is comprised of members from the Association of Bay Area Governments <br /> (ABAG), Metropolitan Transportation Commission (MTC) and San Francisco Bay <br /> Conservation and Development Commission (BCDC) with appointments made by the <br /> chairs of each parent board and consent by their full boards. At MTC, memberships may <br /> change when chairs change, every two years. Federal Aviation Administration (FAA) and <br /> CalTrans members do not vote. The General Aviation representative is appointed by the <br /> Bay Area General Aviation Airport Managers group. RAPC's role is to provide a forum for <br /> • discussing regional airport planning issues and to update the Regional Airport Plan <br /> periodically. Recommendations must go to the full boards of all three agencies for <br /> ratification. The meetings are open to the public and are held quarterly on the fourth <br /> Friday, at 9:30 a.m., in the MTC Auditorium in Oakland, CA. <br /> ALAMEDA COUNTY AIRPORT LAND USE COMMISSION (ALUC) <br /> An official committee established in 1971 makes recommendations concerning the impacts <br /> of future land use at and around airports. The Commission consists of two members from <br /> the County Board of. Supervisors, 2 officials from Bay area cities, 2 airport managers and <br /> one appointment from the Committee. Meetings are held on the second Wednesday, at <br /> 4:00 p.m. at Alameda County's Public Works auditorium, 399 Elmhurst Street in Hayward. <br /> BOARD OF PORT COMMISSIONERS MEETINGS <br /> This seven - member, independent Commission of the City of Oakland was established in <br /> 1927. Members are appointed by the Mayor of Oakland and confirmed by the Oakland <br /> City Council. The Board of Commissioners meets twice a month in the Port of Oakland's <br /> building, 530 Water Street, Oakland, on the first and third Tuesdays of each month at 3:00 <br /> p.m. These meetings are open to the public with opportunities for comment and are <br /> subject to the Brown Act and City of Oakland's Sunshine Ordinance, which require 10 -day <br /> noticing of meeting dates and agenda items scheduled for discussion. <br /> This information is mailed out to Port Commissioners and the public (you may be added to <br /> the mailing list by filling out a request card with the Secretary of the Board) and is posted <br /> on the Port's website at www.portotoaklanci.com. <br /> ,2 <br /> • <br />
