Randolph, City Attorney • <br /> RE: Settlement Agreement Between Port of Oakland and City of Alameda <br /> DATE: December 17. 2002 <br /> PAGE 2 <br /> • No existing North Field runways may be realigned, lengthened or widened and Runway <br /> • 11/29 may not be extended past 11,600 feet. <br /> • The Port must re -notify its tenants and FAA air traffic control of the existing noise <br /> abatement procedures. The Port must use best efforts to identify deviations from noise <br /> abatement and run-up procedures and provide petitioners with a quarterly written report of <br /> these deviations. The Port will also track nonconforming airport operations and provide <br /> flight tracking of planes overflying Berkeley. Further, the Port will construct and maintain an <br /> additional permanent noise monitor and track noise from that monitor. . <br /> • <br /> • The Port agreed to develop a written plan to increase conformance to noise abatement <br /> procedures. <br /> • The Port agreed to further evaluate the cross -wind runway proposed by Alameda and has <br /> agreed to pay for a portion of a noise analysis of the cross -wind runway proposal. <br /> • The Port will use its best efforts to set up,a flight tracking system on its website. <br /> 41 • The Port agreed to form a joint Alameda, CLASS and KJOB committee with the Port to <br /> discuss airport issues, in the same manner as the committee provided for in San Leandro=s <br /> settlement agreement. <br /> • The Port will evaluate a modified Silent 7 procedure whereby planes would not overfly <br /> Berkeley, but rather proceed farther north and tum south over the Bay. <br /> • The Port will not construct passenger facilities for the airport beyond those contained In the <br /> ADP without preparing a Master Plan first. <br /> • The Port will not construct a new runway without approval of the Master Plan. <br /> • Alameda, CLASS and KJOB will have formal representation in the formulation of the Master <br /> Plan for the Airport. <br /> • Port will provide funding for the City to perform updated traffic and engineering studies with • <br /> respect to three Alameda intersections.
