• • <br /> RESIDENTIAL AIRPORT NOISE INSULATION PROGRAM <br /> On November 17, 2000 the CITY OF SAN LEANDRO entered into a settlement agreement <br /> between the CITY OF OAKLAND, a municipal corporation acting by and through it's Board of <br /> Port Commissioners (hereinafter referred to as "Port ") and the CITY OF SAN LEANDRO, a <br /> public agency,(hereinafter referred to as "City"). Under the terms of this agreement the Port <br /> agreed to fund a City administered RESIDENTIAL AIRPORT NOISE INSULATION <br /> PROGRAM, (hereinafter referred to as "program "). <br /> The City agreed to assume management of the program and for "establishment and application of <br /> criteria for selecting residential units to be insulated, for design of insulation features and for <br /> construction of the insulation improvements ". <br /> The City's program is designed to achieve an interior, habitable sound transmission class (STC) <br /> rating of 45 based on laboratory tests defined in ASTM E 90 and E. <br /> Interior noise levels attributable to exterior sources should not exceed 45 db in any habitable <br /> room. <br /> Typical measures to meet the program objective are, where applicable: <br /> ® <br /> • Replacing existing exterior glazing with acoustically rated assemblies having laboratory <br /> tested STC ratings of no less than 35. <br /> • All exterior doors to have complete acoustical seals, including properly operating <br /> threshold seals. <br /> • All hollow -core exterior doors to be replaced with solid -core units having laboratory <br /> tested STC ratings of no less than 35. <br /> • Skylights in habitable rooms should be provided with an additional layer of glazing. <br /> • Attic insulation added to achieve a rating of R -30. <br /> • Fireplaces fitted with an operable chimney -top damper or fitted glass doors at the <br /> fireplace opening. <br /> • Incorporation of a fresh air duct system modified to provide fresh make up air. <br /> • A new thermostat with a fan switch to control the HVAC system. <br /> • Replacement of the kitchen hood and exhaust duct. <br /> • Noise transmitting openings such as mail slots and pet doors to be evaluated on a case - <br /> by -case basis. <br /> 1 <br />
