• • <br /> • John Manuel said he and those neighbors he surveyed on Neptune Drive do not <br /> approve of an avigation easement for the insulation program. He suggested that the <br /> goal for interior noise levels after insulation should be 45 dB SEL as opposed to 45 • <br /> dB CNEL. <br /> • Francois Gallo said that NAACSL members will not sign an avigation easement. He <br /> does not believe that the insulation measures in the program meet FAA approved <br /> standards. He would like the City to look at other noise mitigation measures beyond <br /> insulation. . <br /> • Harold Perez said the airport should be doing more to contain their noise. They <br /> should restrict flights over homes and times of operations, and place limits on FedEx. <br /> • Lou Filipovich talked about the history of fuel dumping in years past and his concern <br /> that the insulation program be inclusive the entire community. He asked if the City <br /> has ever filed anything with the Port of Oakland regarding FAA Section 109. <br /> • Claire Brunk discussed health care concerns and the history of having a noise monitor <br /> placed in her yard. <br /> • Mery Rocha asked questions regarding the criteria for the homes that will be <br /> insulated. <br /> • <br /> Report from Committee Members and Staff on the International Airport Noise <br /> Symposium. <br /> S • Committee Members Young and Grant and staff member Omelas reported on <br /> information gathered at the Airport Noise Symposium earlier in the month in San <br /> Diego. <br /> • Committee Member Young discussed the Chicago O'Hare Noise Compatibility <br /> Commission. She said she intends to discuss the organization of the Oakland <br /> Airport/Community Noise Management Forum at the next Forum meeting and the <br /> possibility of a new structure for the Forum. At the Noise Symposium she spoke with <br /> • an executive from FedEx in an effort to get the company and community to work <br /> together toward solutions to the noise problems from FedEx. <br /> • Committee Member Grant spoke of the benefits of the Symposium. She observed the <br /> mix of airline, government and community attendees and the interaction within the <br /> . group toward the similar goal of finding solutions to noise problems. <br /> • K. Ornelas reported on information shared at the Symposium regarding FAA Noise <br /> Abatement Policy goals and the FAA's rulemaking process set to begin soon to <br /> establish Stage 4 standards for the aircraft industry. <br /> • <br /> Public Comments <br /> • Francois Gallo mentioned that helicopter noise continues to be a problem. He said <br /> that there are two applications before the Alameda County Land Use Commission <br /> requesting approvals for private helicopter landing sites. He believes the City of San <br /> Leandro should oppose those approvals to prevent increases of private aviation noise <br /> impacts on neighboring communities. He observed that the airport's Noise <br /> Management Program brochure for pilots cautions helicopter pilots to avoid hotels <br /> and neighborhoods.
