® • <br /> City Council Airport Issues Committee <br /> July 24, 2000 Meeting Highlights <br /> Committee Members: Council Members Joanne Lothrop, Surlene Grant, Glenda <br /> Nardine <br /> Called to order at 2:13 p.m. <br /> Appointments to Noise Management Forum <br /> • The Committee discussed the appointments of the elected and citizen representatives <br /> to the Oakland/Community Noise Management Forum. The current 2 -year <br /> appointments end in September. The Committee discussed the Mayor being the next <br /> elected appointee in light of the Mayor's frequent contacts with the Port of Oakland, <br /> the dialogue the Mayor has with neighboring cities, and Mayor Young's current <br /> appointment to a special Airport Committee with the 'US Conference of Mayors. <br /> Discussion was also had regarding the citizen appointment and the necessity that this <br /> individual be a non - elected official. <br /> • The Committee's recommendation to the City Council will be for appointment of <br /> Mayor Young as San Leandro's elected representative for the next 2 -year term on the <br /> Forum, and reappointment of Tony Santos as the citizen representative. <br /> • South Field Runway Rehabilitation Project <br /> • Staff provided a report on the plans for re- surfacing of the Oakland Airport's South <br /> Field runways in Summer 2001. During construction periods, the entire South Field <br /> runway system will be closed and all flights will be diverted to the North Field. <br /> • The Port is offering 3 different closure scenarios that would take place over a series <br /> of weekends and has asked for a preference of these three scenarios from all impacted <br /> parties. The closures could begin on a Saturday morning, Saturday evening or <br /> Sunday morning and remain closed for construction until the following Monday <br /> morning. The number of weekend closures will depend upon the length of each <br /> closure. The best case scenario would have no more than 7 weekend closures; the <br /> worst could have up to 16 consecutive weekend closures. <br /> • The Committee expressed concerns that the airline companies and airport tenants <br /> have not expressed willingness to alter their operations to reduce noise impacts on <br /> surrounding neighborhoods when flights are diverted to the North Field. <br /> • The Committee also expressed concerns regarding changes to local air quality when <br /> the planes are diverted to the North Field.
