City Council Rules and Communications Committee 1' a e 13 <br />June 23, 2011 <br />End of Public Comments <br />Committee members expressed support for extending the implementation timeline for the <br />ordinance. <br />Committee Member Reed commented on the exorbitant costs of operating a restaurant, and the <br />importance of educating non - English speakers on the new requirements. She expressed interest <br />in working with the Chamber to form a committee to develop an outreach and education <br />program. <br />Committee Member Prola commented that he felt the draft ordinance could be forwarded to the <br />Council as is. <br />Committee Chair Cassidy commented that he felt the exemption language in the ordinance was <br />very strict. He noted that the costs associated with this ordinance must be borne by the <br />businesses, and that the City has no funds for an outreach program. <br />Committee Member Reed indicated that she did not want to rush the process, as the ordinance <br />would affect 250 local food establishments. <br />The Committee discussed outreach to businesses and public education. The Committee agreed <br />to continue the matter to its July meeting, to allow staff time to meet with representatives from <br />businesses and the Chamber to outline a public outreach and education program. <br />3. Continued Discussion Regarding Social Media Policy <br />City Attorney Jayne Williams reviewed the proposed social media policy, which includes input <br />from several City departments and addresses various types of social media. The policy contains <br />guidelines for distinguishing a social media site established for a Councilmember's personal or <br />campaign use from an official social media site of the City, and addresses compliance with the <br />Brown Act and Public Records Act. Ms. Williams noted that the policy is designed to be <br />adaptable to new technologies and social media types. <br />Chair Cassidy pointed to the reference in the policy to a "San Leandro Councilmember <br />managed Social Media site," and commented on the need to define the term. He added that he <br />is an author for articles on the San Leandro Patch online news site, and does not have the ability <br />to delete or manage posted comments. Chair Cassidy would like the policy to include a <br />definition for news media or other types of sites that do not allow editorial control over <br />comments, as well as recommendations for retaining comments as public records. <br />
