CITY OF SAN LEANDRO
STAFF REPORT
DATE:
TO:
FROM:
BY:
July 18, 2011
Lianne Marshall, Interim City Manager
APPROVED AND
FORWARDED
TO CITY COUNCIL
Uchenna Udemezue, Director
Engineering and Transportation De a , l
Kenneth Joseph, City Engineer
Engineering and Transportation Departm nt
SUBJECT PROJECT/PROJECT DESCRIPTION:
RESOLUTION AMENDING TITLE 8, CHAPTER 5 TO THE SAN LEANDRO
ADMINISTRATIVE CODE, RELATING TO SUBSTANDARD RESIDENTIAL
DRIVEWAYS.
SUMMARY AND RECOMMENDATION
This resolution modifies the existing Administrative Code regarding property owner /City cost
sharing for non - standard driveway replacement under certain conditions when streets are
reconstructed. Provisions are also included for suspending the driveway replacement program
when funding is not available for its implementation.
Staff recommends approval of the amendment to Administrative Code, Title 8, Chapter 5.
BACKGROUND
A driveway approach is that portion of a property's driveway within the public right -of -way
from the gutter to the back of the sidewalk/private property line. Construction and repair of the
approach is the responsibility of the property owner. The City maintains engineering standards
for the construction of these approaches and over the years there have been numerous revisions
to these standards. Driveway standards have changed, in part, in response to vehicle ground
clearance reductions over the years. These differing standards can be seen in the neighborhoods
throughout the city.
In the 1970's and 1980's many streets were paved with a process that overlaid the existing street.
This process added asphalt to the gutter, improving access to the older, steeper driveways
unintentionally. However, concrete gutters provide drainage, and the addition of asphalt
interrupts drainage to the storm drain systems. As these streets are now reconstructed, this
additional asphalt is removed, returning the driveway approaches to their original steep
condition.
Lianne Marshall
Interim City Manager
