City of San Leandro <br />Civic Center, 835 E. 14th Street <br />San Leandro, California 94577 <br />April 14, 2011 <br />James McGrath <br />2301 Russell Street <br />Berkeley, CA 94705 <br />Subject: PLN2011-00013 — Minor Site Plan Review of Two -Story Residential <br />Addition at 908 Dowling Boulevard, San Leandro <br />Dear Mr. McGrath: <br />This letter is to notify you that your application proposing to add a new first and second <br />story addition to the rear of the existing home, consisting of 692 square feet to the existing <br />1,074 square -foot single -story residence is deemed approved as of April 14, 2011. <br />The proposed addition meets the Zoning Code requirements in terms of height, lot coverage, <br />floor to area ratio and also complies with the day light plane requirement, which defines the <br />building envelope within which all new structures or additions must be contained to limit the <br />impacts of bulk and mass on adjacent properties for each side of the building. The roof's <br />average height is approximately 20 feet, three inches and 21 feet, six inches at the roof ridge, <br />well below the 30 -foot height limit for the RS district. <br />The Community Development Department notified your neighbors of your project and <br />requested comments. In his determination, the Zoning Enforcement Official (ZEO) took <br />into account concerns expressed by the adjacent neighbor at 900 Dowling Boulevard. The <br />ZEO's Minor Site Plan Review approval is granted with the following conditions of <br />approval: <br />1. So as to prevent viewing into the adjacent neighbor's side and rear yard, final plans <br />submitted for Building Permits shall be revised to show the two new windows on <br />the west (left) elevation of the second story to either 1) be re-designed/positioned <br />upward, or 2) if kept the same size and location, shown with the addition of opaque <br />screening added to the bottom portion of each window. <br />An appeal period of 15 days follows the decision, during which time the story poles will <br />remain in place.
