Redistricting 3 July 18, 2011 <br />"After the initial establishment of the districts, the districts shall continue to be as nearly equal <br />in population as may be according to the latest federal decennial census or, if authorized by the <br />charter of the city, according to the federal mid - decade census. The districts shall comply with <br />the applicable provisions of the federal Voting Rights Act of 1965, Section 1973 of Title 42 of <br />the United States Code, as amended. In establishing the boundaries of the districts, the council <br />may give consideration to the following factors: (1) topography, (2) geography, (3) <br />cohesiveness, contiguity, integrity, and compactness of territory, and (4) community of interest of <br />the districts." (emphasis added) <br />The Committee recommended that the changes to the existing districts be minimized, and that <br />the population of the districts be made as equal as possible, and within a 5% variance between <br />districts. <br />Recommended Criteria for 2011 Redistricting <br />Combining the criteria from the City Charter, 2002 redistricting process, Elections Code section <br />21620, and the Committee's recommendations, the following is a list of criteria for the Council's <br />consideration for use in the 2011 Council redistricting: <br />• Population of districts as equal as possible, within a 5% variance between districts <br />• Respect neighborhood boundaries <br />• Respect school district boundaries <br />• Use natural and man-made boundaries as borders <br />• Keep new districts as similar to old districts as possible <br />• Consider the historic configuration of the neighborhoods <br />• Consider the topography, geography, cohesiveness, contiguity, integrity and compactness <br />of territory <br />• Consider communities of interest of the districts <br />Redistricting Timeline <br />The following timeline was reviewed and revised by the Rules and Communications Committee. <br />The Committee requested that at least two community meetings be held. <br />Date <br />Action <br />July 18 <br />City Council meeting <br />- Council discusses/approves redistricting timeline, criteria and outreach <br />September 26 <br />City Council work session <br />- Draft District Maps presented for review and input <br />Wk of October 3 <br />Community Meetings (minimum 2) <br />- to receive input on Draft District Maps <br />October 17 <br />City Council meeting <br />- Public Hearing and approval of final District Ma ordinance passed to print) <br />November 7 <br />City Council meeting <br />- Council adopts final District Ma <br />November 8 <br />City submits adopted Council District Map to County (due by 411112) <br />Nov 6, 2012 <br />2012 City Council elections <br />
